渋滞 refers to traffic congestion. Common expressions: 渋滞にはまる (get stuck in traffic), 渋滞が起きる (a traffic jam occurs), 渋滞情報 (traffic information), 渋滞を避ける (avoid traffic). In radio/navigation contexts, 渋滞中 means there is currently a traffic jam. The VICS system in Japan provides real-time 渋滞情報 (traffic info).
