It implies something moving forward dynamically, not just staying in place.
Common Mistakes
Learners sometimes confuse 展開する with 発展する (hatten suru — to develop/advance). 展開する emphasizes the process of spreading out or unfolding, while 発展する emphasizes progress and advancement. A story 展開する (unfolds), while a country 発展する (develops/advances). Also, 展開 can be both transitive (事業を展開する — to expand a business) and intransitive (話が展開する — the story unfolds).
